Sarah Tuneberg, MPH, is Colorado's Chief Information Officer and Executive Director of the Governor's Office of Information Technology. An entrepreneur and technologist who has built and scaled startups, led Colorado's COVID-19 Innovation Response Team, and directed the Colorado Digital Service, Sarah brings a builder's energy and a bias for delivery to one of the most complex technology organizations in state government.

Jill Fraser (she/her/hers)

Interim Deputy Executive Director Security & Infrastructure and Chief Information Security Officer

Jill Fraser joined OIT as the Senior Director of Security Operations in January 2023, was appointed interim Chief Information Security Officer (CISO) in September 2023, and then was named the state's CISO in February 2024. Believing we are only as successful as the relationships we foster, Jill advocates for cross-organizational collaboration and the development of programs that improve the collective ability of governments to secure their data and services.

Rus Pascual  (he/him/his)

Interim Chief Financial Officer

Rus joined OIT as the budget director in March 2022 and was recently appointed interim CFO in May 2026. In his role as interim CFO, he supervises the Financial Services Office, which includes the accounting, budget, and financial analyst teams.

Over the past 15 years, Rus has held various leadership positions within state government and higher education. He is passionate about turning team visions into reality and promoting the efficient and effective use of financial resources.

As a servant leader, he emphasizes the importance of trusting, valuing, and respecting all team members.

Interim Chief People Officer

Ken Seifert is the Interim Chief People Officer at the Colorado Governor’s Office of Information Technology (OIT), returning to Colorado in 2025 after over 20 years with the U.S. Government, including senior roles at USAID. He helps teams leverage their unique talents, experiences, and perspectives to drive innovation, strengthen performance, and achieve meaningful results.

Colorado Broadband Office Director

Brandy Reitter is driving the state’s broadband strategy to provide equal access for all Coloradans. She joined OIT in February 2022 after seeing the challenges serving underserved communities firsthand during her nearly 15 years in local government as an administrative and operational leader in several Colorado communities. As the Executive Director of the Colorado Broadband Office, Brandy collaborates with leaders across the state to ensure that every home, business, school, library and medical center has access to high-speed internet.
