Sarah Tuneberg
Chief Information Officer & Executive Director
Sarah Tuneberg, MPH, is Colorado's Chief Information Officer and Executive Director of the Governor's Office of Information Technology, appointed by Governor Jared Polis. She is an entrepreneur, technologist, and builder who has spent her career proving that the gap between how government works and how it could work is a solvable problem — and then solving it.
Sarah has built and scaled startups in both CEO and CTO roles, bringing a founder's bias for delivery and user-centered design to every organization she leads. That same energy drove her work as the third Director of the Colorado Digital Service, where she grew the team's staff, budget, and strategic significance, co-led pillars one and two of Governor Polis's second-term Operational Agenda, and spearheaded initiatives including privacy-preserving digital identity, expanding Sign In with myColorado as the unified access solution for all state programs and services, the Colorado Design System, and the Colorado Energy Savings Navigator.
She also co-founded the Benefits Transformation Fund with Gary Community Ventures to accelerate Coloradans' access to public benefits. Her vision for a reimagined, delivery-focused Office of Information Technology led Governor Polis to select her to lead it — and she is now putting that vision into practice.
Earlier in her career, Sarah led Colorado's COVID-19 Innovation Response Team, building a team from 4 to more than 450 people, expanding daily testing capacity from 50 to more than 50,000, and launching a contact tracing program that saved taxpayers $30 million.
Sarah is driven by a simple conviction: every Coloradan deserves digital services that are intuitive, effective, and built around their lives. She's building OIT to deliver on that promise.
Sarah holds a Master of Public Health and has been recognized as the 2018 Entrepreneur of the Year by the Downtown Denver Partnership, a 2019 Denver Business Journal 40 Under 40 honoree, a 2020 Cartier Women's Initiative Fellow, and one of Inc. Magazine's Female Founders 100. She is a two-time TEDxMileHigh presenter and a 2018 U.S. Representative to the Global Entrepreneur Summit.
Jill Fraser
Interim Deputy Executive Director Security & Infrastructure and Chief Information Security Officer
Jill Fraser joined OIT as the Senior Director of Security Operations in January 2023, was appointed interim Chief Information Security Officer (CISO) in September 2023, and then was named the state's CISO in February 2024.
Before coming to the state, Jill served as the Chief Information Security Officer for Jefferson County for nearly 11 years. She was responsible for managing the county’s enterprise cybersecurity program, which included policy and procedure guidance, continuous improvement of incident response capabilities, end-user awareness training and risk management. Jill concentrated on ensuring the county’s security program was a business enabler by maintaining a sound cybersecurity strategy that supported productivity, growth and innovation.
Believing we are only as successful as the relationships we foster, Jill advocates for cross-organizational collaboration and the development of programs that improve the collective ability of governments to secure their data and services. Her work was instrumental in creating Colorado’s Whole of State Cyber Effort in 2018, which is focused on reducing the time, talent and resources needed for local governments and critical infrastructure partners to build and maintain strong cybersecurity programs that improve the overall strength of our state’s ecosystem.
A graduate of Hanover College, Jill has been in the information technology field for more than 20 years. She is a Certified Information Systems Security Professional (CISSP) and Certified Chief Information Security Officer (C-CISO).
In her free time, you can find Jill, her husband Craig and dog Whooligan enjoying Colorado’s beauty on foot, by bike and via travel van.
Rus Pascual
Interim Chief Financial Officer
Rus Pascual joined OIT in March 2022 as the Budget Director and was appointed as the Interim Chief Financial Officer (CFO) in May 2026. In his role as Interim CFO, Rus oversees all areas of financial operations, including accounting, budgeting, and finance. He manages the current fiscal year's operations while developing forward-looking financial plans that support OIT’s business and financial strategies.
He is committed to increasing transparency regarding agency customers' return on investment in technology and ensuring that OIT has the necessary resources to provide critical services to the people of Colorado.
Before his tenure with the state, Rus served as the Finance Director for the University of Colorado - Boulder’s Integrity, Safety, and Compliance office for four years. Prior to that, he held various leadership positions in financial and business operations at Loyola University Chicago’s Lakeside and Health Sciences Campuses for over 10 years.
In each of these roles, Rus has successfully transformed team visions into reality, promoting the efficient and effective use of financial resources while fostering an environment of trust, respect, and value for all team members as a servant leader.
Rus earned his Bachelor of Arts degree in Finance and his Master of Business Administration in Finance and Economics from Loyola University Chicago.
Brandy Reitter
Colorado Broadband Office Executive Director
Brandy is the Executive Director of the Colorado Broadband Office in the Governor’s Office of Information Technology. She is responsible for providing oversight, grantmaking, policy development and management of the office's programs, as well as developing a statewide strategy for broadband deployment and digital access for the underserved. Her professional experience includes 20 years in executive leadership, serving as a City Manager in cities and towns and cities across the State of Colorado.
Brandy has been recognized with several awards, including 250 Champions of Public Service by the National Academy of Public Administration (2026), GoldenGov State Executive of the Year by StateScoop (2024), Distinguished Alumni of the Year (2024) by the School of Public Affairs, and City Manager of the Year for the State of Colorado by the Colorado City County Managers Association (2020).
Brandy currently serves on several nonprofit and foundation boards, including as the incoming Board Chair for the Colorado Trust Foundation and Creative West. She also serves as a member of the Advisory Board for the School of Public Affairs at the University of Colorado Denver, past-Chair of the CU Alumni Association, Trustee for the CU Foundation, and Downtown Colorado, Inc. and Cycle Effect in Eagle, CO.
She holds a Master's of Public Administration from the University of Colorado Denver, School of Public Affairs, and a Bachelor's of Arts in Political Science from the University of Arizona in Tucson, AZ. Brandy is originally from Colorado and grew up on the Front Range. In her free time, she is either traveling, reading or enjoying the outdoors.
Ken Seifert
Interim Chief People Officer
Ken Seifert, a native of Colorado, returned to his home state in 2025 to join the Colorado Governor’s Office of Information Technology (OIT) after more than two decades of leadership experience with the United States Government. Throughout his career, Ken has assisted organizations in navigating growth, change, and complex workforce challenges by building strong teams, developing leaders, and fostering workplace cultures where individuals can thrive while delivering mission-driven results.
Before joining OIT, Ken held senior leadership positions with the U.S. Agency for International Development (USAID), with assignments in Washington, D.C., Honduras, Ethiopia, the Dominican Republic, Vietnam, and Bosnia and Herzegovina. As a trusted advisor to Ambassadors, Mission Directors, and executive leadership teams, he led initiatives focused on human capital, management, and organizational transformation across diverse international environments. A multilingual leader and recipient of multiple federal and international leadership awards, Ken is known for promoting collaboration across cultures and organizations. He helps teams leverage their unique talents, experiences, and perspectives to drive innovation, strengthen performance, and achieve meaningful results.
Additionally, Ken is a former Navy Ombudsman and holds degrees from the University of Notre Dame and George Washington University. He is the author of two published books: a novel and a guide focused on health and fitness. Having lived and worked across the United States and around the world, Ken is excited to be back in the Denver area with his three dogs. Whether at home or traveling internationally, he rarely misses an opportunity to incorporate everyday surroundings into his fitness routine.
Brandi Wildfang
Chief Communications Officer & Public Information Officer
Brandi Wildfang is a dynamic leader with over two decades of experience mastering the art and science of marketing communication in the public, private and nonprofit sectors. She expertly brings brands to life, inspiring teams to think creatively and ensuring every message carries purpose—because great storytelling is more than words; it's impact.
As OIT's Chief Communications Officer & Public Information Officer, Brandi blends strategic communication with change management to launch enterprise technology initiatives for its employees, state agencies and Coloradans. An OIT brand champion, she is also chief spokesperson, leads crisis and issues management communication and oversees myColorado™ mobile app marketing.
After the State of Colorado consolidated its IT services, Brandi was hired in 2014 to develop OIT's brand strategy—fostering an engaged and inclusive internal culture while reinforcing the value of secure digital services in boosting state employee productivity and helping Coloradans thrive. Fun fact: OIT’s “Serving People. Serving Colorado.” tagline came directly from Brandi. She later led marcom and client experience efforts for the state's health and human services eligibility system, spearheading a 2017 Colorado.gov/PEAK usability study that yielded numerous UX and readability enhancements, and establishing a governance structure that strengthened collaboration across state agencies, counties and community organizations.
Before joining the public sector, Brandi was Regis University's Director of Brand Marketing, where she built a centralized marketing department and led an in-house agency to develop its first-ever strong and unified brand identity. Through a comprehensive brand study, strategic media buys and high-impact marketing campaigns in the Denver metro area, Brandi elevated brand awareness beyond Colorado's top research institutions.
Brandi enjoyed other marketing roles at Comcast, Time Warner Cable, and Gonzaga University. During her tenure at Gonzaga, she redesigned the undergraduate admissions website, leading to its #7 ranking out of more than 3,000 postsecondary institutions, according to the National Research Center for College & University Admissions Enrollment Power Index®.
In 2020, Brandi was recognized by Denver Business Journal as a 40 Under 40 winner. This honor is awarded to influential young professionals who contribute significantly to company success, civic engagement and community involvement, career achievements, and innovations. Brandi was also among the top 50 most influential young professionals honored by ColoradoBiz Magazine for their 2021 GenXYZ Awards.
Brandi holds bachelor's and master's degrees in business administration and marketing from Gonzaga University. Go Zags! She grew up in Washington state, studied abroad for a year in Florence, Italy, and migrated to the sunny beaches of San Diego before moving to Colorado in 2008. Brandi thoroughly enjoys the Colorado lifestyle and all it has to offer. Above all, she loves making memories with her two kiddos.
